    1. Project Initiation
    2. The initial stages of a project are difficult to prescribe in detail. This standard provides the framework for the initial stages of a project (the concept phase) by requiring the use of terms of reference documents to authorise, resource, and define the scope of work performed. All terms of reference documents shall be developed in accordance with Std-10 Terms of Reference standard, and filed in accordance with Std-03 Project Numbering and Filing.

      1. Appointment of Project Manager
      2. A project manager shall be appointed no later than the commencement of the Project Planning stage in the above diagram. When appointed the project manager shall be notified of the full details of the initiation of the project. This includes originals or copies of all relevant documents, along with a verbal briefing.

        A project quality representative may be allocated to the project at the same time as the project manager.

      3. Concept terms of reference
      4. This terms of reference, written in accordance with Std-10, concerns the preparation of the preliminary business case. This requires documentation of the concept, the business costs, the benefits, and should also produce the terms of reference for the requirements capture phase.

        The purpose of the preliminary business case is to gain approval to proceed to perform the requirements capture for the proposed project.

      5. Requirement capture terms of reference
      6. This terms of reference is written in accordance with Std-10 and is created as part of the work done under the Concept terms of reference. Its approval is dependant on the evaluation of the preliminary business case.

        The size of a proposed project may dictate that the requirements capture phase be a full project in its own right. For these cases the requirements capture terms of reference is by-passed and a project planning terms of reference is developed to allow planning for the requirements capture project.

      7. Project planning terms of reference
      8. This terms of reference, written in accordance with Std-10, authorises the project manager to produce the documents required for formal approval of a project.

      9. Project execution terms of reference

If the project is approved the project execution terms of reference may authorise the Project Manager to do either of the following.

    1. Take the project through to completion
    2. Undertake one or more phases of the project whereupon further authorisation is required
